Background
The path to the warrant.
Jonathan was born in the Dominican Republic. He was raised between Santo Domingo, Brooklyn, and Miami. The trilingual cultural context of that upbringing is part of how Excelsior shows up in federal partnership today.
He enlisted in the United States Air Force as a Contract Specialist in April 2002. He served four years on active duty. In 2005 he deployed to Balad Air Base, Iraq, as a warranted Contingency Contracting Officer with the 332nd Air Expeditionary Wing. A federal warrant is the authority to bind the United States Government on contracts. It is rare among small-business principals and material to engagement decisions.
He returned to Iraq once more, in 2011, as a civilian consultant on the Wide Area WorkFlow Payment Integration Team in Baghdad. The team processed more than 800 million dollars in payments across active theater contracts.
The twenty years that followed his active duty took him through acquisition roles at the Department of Veterans Affairs, the General Services Administration, the National Archives, NOAA, the U.S. Army Contracting Command at Aberdeen Proving Ground, USAID, and most recently the U.S. Postal Service. At USPS he leads program management for nationwide sorter, locker, and high-security collection box deployments.
He founded Excelsior Consulting Services in March 2022 to bring that warranted-CCO discipline to the boutique SDVOSB and HUBZone market.
