Jonathan R. Santana

Jonathan served as a warranted Contingency Contracting Officer with the U.S. Air Force, deployed in support of military operations. After active duty he spent twenty years inside federal acquisition — including engagements across the U.S. Postal Service, the General Services Administration, and the Department of Defense at ACC-Aberdeen Proving Ground.

He is a first-generation Dominican-American raised between the Dominican Republic, Brooklyn, and Miami. He founded Excelsior Consulting Services to bring that warranted-CCO discipline to the boutique SDVOSB and HUBZone market and to build the Forensic Governance Model as a discipline distinct from compliance review. He serves on the Board of The Capital Market and as Co-Director of Membership at the Hispanic Chamber of Commerce of Prince George’s County.
